“Supporting innovation and entrepreneurship in and through higher education”

Join us at the HEInnovate event in Bucharest to share your experience and learn from others.

The European Commission, in partnership with the OECD and the Romanian Ministry of National Education are organizing the HEInnovate conference on “Supporting Innovation and Entrepreneurship in and through Higher Education”. The event takes place in Bucharest on 20-21 June 2019 and is organized within the Romanian EU Presidency framework.

Over two days, the event will bring together around 200 participants from all over Europe with an emphasis on representatives and decision makers from higher education institutions, intermediary organisations and National, regional or public authorities.

In addition to the launch of the HEInnovate country report for Romania, the event will feature plenary sessions with high-level speakers and parallel, interactive working sessions, all around the topic of innovative and entrepreneurial higher education system and institutions.

It will be a unique opportunity to share and discuss experiences, to compare examples of good practice, to network and to learn from each other. HEInnovate is a guiding framework to help higher education institutions and systems to develop their entrepreneurial and innovative potential. It supports policy makers and stakeholders to identify actions that stimulate entrepreneurship and innovation, but also to identify and remove barriers at the institutional level and in the respective national higher education systems.

The event is hosted by the Politechnica University of Bucharest, an educational institution that has the mission to bring together education, training and scientific research. The role of this intersection is to increase knowledge and innovation, two key concepts of a knowledge-based economy and society.

Stream 1: A closer look at two dimensions of the HEInnovate country review:
– Entrepreneurial Teaching and Learning;
– Preparing and Supporting Entrepreneurs

This stream will present and discuss some of the findings and recommendations related to these two dimensions, complemented with examples from other EU Member States.
WS 1.1 – Entrepreneurial Teaching and Learning
Based on findings from the HEInnovate country review in Romania and on a number of examples from other EU Member States, this workshop will discuss what Entrepreneurial Teaching and Learning effectively means and how it is implemented.

 

Stream 2: Assessing the effect of enterpreneurship education programmes on students
The European Commission has established a contract with a consortium to develop a toolkit that will support educators and professors to assess the effect of entrepreneurship education programmes on the students.
This stream will allow educators and students getting a first hands-on experience of the tool and providing their feedback to shape the finalisation of the tool.
WS 2.1 – Assessing the effect of enterpreneurship education programmes on students – Test/pilot the toolkit: for Educators
Educators design and teach a multitude of different programmes to increase entrepreneurial competences, attitudes and behaviours. In order to assess the impact of those programmes an online tool has been developed. The EvalueComp tool for impact assessment of entrepreneurship education programmes in higher education helps educators to design a tailor-made assessment questionnaire for their students. In this interactive workshop, participants have the opportunity to gain in-depth and hands-on experience with the new EvalueComp tool. They will be able to try out the EvalueComp tool in real-time and give feedback on its functionalities.

 

Stream 3: The role of HEIs for regional development and engagement in the design and implementaton of smart specialisation strategies.
The steam will look into different tools and methodologies, such as HEInnovate and action-research methodologies, that can help strengthen the engagement and entrepreneurial role of higher education institutions in regional innovation ecosystems.
WS 3.1 – HEInnovate and Smart Specialisation
The workshop will discuss and explore how HEIs can contribute to the design and implementation of Smart Specialisation Strategies (S3), and in which way the HEInnovate tool can support both HEIs and regional authorities to steer the process.

 

Stream 4: Making HEIs more innovative and entrepreneurial
From Ideation to Implementation, and to measuring the impact.
WS 4.1 – Innovative Activities for Building Entrepreneurial HEIs: from ideation to implementation
In this interactive workshop we will brainstorm with participants about possible new practical ideas and initiatives that can contribute to make HEIs become more innovative and more entrepreneurial. After this “ideation”, we will then address design and implementation issues, to assure that HEIs are able to move from concepts to decisions and especially to field of implementation and impact.

WS 1.2 – Preparing and Supporting Entrepreneurs
Based on findings from the HEInnovate country review in Romania and on a number of examples from other EU Member States, this workshop will discuss how HEIs can support students, graduates and staff who consider starting a business as a career option.

How would students assess the impact of what they learn in their entrepreneurship education programmes? This workshop provides answers to this question. The EvalueComp tool was developed in order to measure outcomes of entrepreneurship education programmes in higher education. During this workshop, students will be given the opportunity to test the new online EvalueComp tool in an interactive way. They can come up with their own impact assessment survey, decide whether to assess their entrepreneurial behaviour, attitudes or skills and test their tailor-made survey on the spot.

 

Stream 3: The role of HEIs for regional development and engagement in the design and implementaton of smart specialisation strategies.
The steam will look into different tools and methodologies, such as HEInnovate and action-research methodologies, that can help strengthen the engagement and entrepreneurial role of higher education institutions in regional innovation ecosystems.
WS 3.2 – Improving the innovative and entrepreneurial capacity of HEIs – Funding opportunities
The workshop will discuss and explore the type and characteristics of funding programmes to strengthen the innovation and entrepreneurial capacities of HEIs for regional development.

 

Stream 4: Making HEIs more innovative and entrepreneurial
From Ideation to Implementation, and to measuring the impact.
WS 4.2 – Measuring the impact
Impact measurement in HEIs remains underdeveloped. The current measurements typically focus on the quantity of spin-offs, the volume and quality of intellectual property generation and research income generation, rather than graduate entrepreneurship, teaching and learning outcomes, retaining talent, the contribution to local economic development or the impact of the broader entrepreneurial agenda. This workshop will present/discuss initiatives to address these shortcomings and to measure the impact of an HEI in more appropriate ways.
